I should be inclined to go even further in the direction of encouraging the Governor to review the policy. I have myself always been very lukewarm about the policy of the Owen Report. It does not seem likely to do very much good or very much harm. Hitherto I had accepted it as decided policy but since it is now clear that opinion about it in the inner circles of Govt. was and is distinctly divided I think we should pump for a real reconsideration. It is perhaps particularly important, if we are to act in the spirit of recent pronouncements about self-government, that full opportunity should be given of public discussion before Govt. is committed. I have therefore ventuted to suggest some amendments in the draft despatch.

I too have no great enthusiasm for the policy of the Owen report but was under the impression that it was not unacceptable from the standpoint of Mr. Caine's Division. As I was mistaken in that respect, I am glad to adopt his suggestions which have been incorporated in the fair copy of the draft now submitted.
